One newspaper project within Jo Casamento Operations. Claude owns assembly and layout; Arthur/Codex owns research verification, full page QA and cloud rebuild/release checks.

* brief/shared-brief.md is Neil's governing brief, superseding the old four page Bulletin.
* research/source-ledger.json records exact publishers, article/recipe URLs, publication times, rights and real source marks.
* plans/page-plan.md records the agreed story selection and page plan.
* images/ and source-logos/ contain approved assets with provenance.
* layout/ and fonts/ contain the editable build and permitted fonts.
* pdf/ contains candidate and release PDFs with issue/version/hash metadata.
* handoff/from-codex/ and handoff/from-claude/ are the verified exchange route. Acknowledge request IDs explicitly.
* handoff/qa/ holds factual and rendered-page review reports.
* handoff/status.json records actual readiness, ownership and blockers.
* handoff/delivery-ledger.json prevents duplicate sends using issue date, hash and Gmail message ID.
